SFMTA Service Critical Tentative Agreement
Your elected union bargaining team for the SFMTA Service Critical bargaining unit reached a tentative agreement with the SFMTA/City on Monday, May 6. The bargaining team has voted to recommend this agreement to you for ratification.
With the City projecting a budget deficit of almost $800 million in the next two years, and a lot of the federal COVID-19 stimulus money gone, it was a difficult time to be negotiating. But thanks to the unity of our membership, and in particular our willingness to show up at the kickoff on January 17 at City Hall, the strike schools, the rally at SFGH, the rally at 49 SVN, the rally at HSA, the rally at the library, and our rally at 1 SVN — which was a top news story around the Bay Area for days — we were able to apply the pressure needed to win a strong 3-year contract with no takeaways that helps us keep up with inflation while addressing our concerns.
Ratification voting will take place in person between Wed., June 5, and Thurs., June 13. Please see full schedule below. The bargaining team recommends a YES vote!
Please note: Only current SEIU 1021 members covered by the SFMTA Service Critical contract are eligible to attend union meetings and vote. Wages
- Base wage increases: 13% over 3 years

- Effective July 1, 2024, a $25 per hour minimum wage for all city/SFMTA workers.
- In addition, July 1, 2024, members will start seeing an extra 0.5% in our paychecks as result of changes in our required pension contributions.
- Finally, after 4 consecutive contract cycles of trying, we got the “off ramps” that allowed the City to delay raises in the event of a budget shortfall out of the contract.
Working condition improvements
- Placing a secondary station agent at all stations.
- Added telecommuting rights
- Paid time off for traumatic events
- Testing and addressing mold at station agent booths
- Payroll codes in MOU appendix
- Uniform and equipment:
- got belts for 9131 station agent, 9126 Transit Traffic Checker, and 9128 Senior Transit Traffic Checker
- got 9102 Transit Car Cleaner and 9104 Transit Car Cleaner Assistant Supervisor replacement prescription safety glasses if prescription changes
- Ergonomic assessment: for all represented employees, and union may meet and develop strategies if similar injuries occur

Discrimination:
- Update the language to allow an employee to file a grievance and/or pursue a complaint through the relevant SFMTA office, the Civil Rights Department (CRD).
- Employees filing an EEO complaint may have an attorney or union rep present during any communication.

Grievance procedure: Employee notified in writing of the Skelly officer’s decision, and the union representative to receive a copy of the decision

Parking: Allows meeting to develop solutions to provide parking for 8214 and 8216 employees for new headquarters

Meetings over street changes and inclusion in Transportation Advisory Staff Committee (TASC)
Equity adjustments & other economic improvements
- Weekend shift differentials that add 4% for Saturdays and 6% for Sundays for 9110 Fare Collections Receiver, 9116 Sr. Fare Collections Receiver, 9117 Principal Fare Collections Receiver, 9102 Transit Car Cleaner, 9104 Assistant Supervisor Transit Car Cleaner, 9131 Station Agent and 1937 Supervising Parts Storekeeper
- Regarding classification studies: By the end of 2025, the SFMTA agrees to conduct a job analysis for the 9110 Fare Collection Receiver, 9116 Senior Fare Collection Receiver and 9104 Transit Car Cleaner Assistant Supervisor and may mediate over any pay changes
- Equity of a 0.25% wage adjustment for the Transit Ambassador series that includes the 9166 Transit Ambassador, 9167 Transit Ambassador Supervisor I and 9168 Transit Ambassador Supervisor II
- 8214 Parking Control Officer and 8216 Senior Parking Control Officer classifications will receive a step 8 that will add 4.5% by July 1, 2025. In exchange, the first step will be lowered by 2%. The additional step is to start addressing equity language in the 2022-24 MOU.
- Station Agent of the Month recognition, $400
- Parking Control Officer Supervisor, 8216, training premium of 10% when training other 8216s
Management takeaways we defeated
- Proposal to extend probationary period from 6 months to one year
- Proposal to allow keeping sealed disciplinary files
- Proposal to increase the number of persons supervised in order to receive lead pay
- Proposal to pay out comp time at lower rate prior to promotion
- Proposal to allow management to cut your pay as a form of discipline instead of suspension
- Taking away our legal right to sympathy strike with other unions
