SEIU 1021 “small table” Update:
We have come to a tentative agreement at the Coalition table and are still bargaining at the SEIU 1021 “small tables.” Some highlights from the small table include:
1021 Rank and File Chapter Table Gains | 1021 Service Line Supervisor Chapter Table Gains |
|
|
Coalition Tentative Agreement Summary:
Wage Increases: 5.0% (year 1), 5.0% (year 2), 5.0% (year 3), 5.0% (year 4) = 20% over 4 years.
Retro-Activity on Wage Increases: The first pay increase will be retroactive to the first of the month during which the Union and the Board ratify and approve their overall MOU (including resolution of their side table negotiations), instead of effective the first of the month following Board approval.
Compensation Study: 62 benchmark Classifications will be covered in compensation studies which will be conducted over the next year, including an EHSD study with SEIU 1021 represented classifications! Upon completion of the study, the County will meet with the Union representing each Classification to discuss equity increases for classifications that are 12.5% or greater behind the market. For the first time ever in Contra Costa County, the 9 bay area counties: Alameda, Solano, Napa, Sonoma, Marin, San Mateo, Santa Clara, and San Francisco, will be used to compare similar jobs. Getting San Francisco added was a big win!
Health Care Reopener: County will reopen negotiations with our Unions over health care and dental benefits and subsidy costs in June of 2024 to consider changes for the 2025 Plan Year.
Retiree Health Care Trust – the County will meet with Coalition Unions in the Joint Labor Management Committee (JLMBC) to explore establishing a retiree healthcare trust as a tax-free savings vehicle for members’ healthcare costs in retirement. Both employer and employee funding options will be considered.
Dental Insurance: County shall utilize savings in the Dental Trust to pay 100% of Diagnostic and Preventative Care in the Delta Dental PPO & Premier plans starting in the 2023 Plan Year. This means participants’ twice-per-year cleanings and annual x-rays will finally be at zero out-of-pocket cost to the employee.
Health Savings Account for High Deductible Plan – Increase the County’s contribution from $625 to $750 annually to the Health Savings Account (HSA) for employees enrolled in the Kaiser High Deductible Health Plan.
Pandemic Service Relief: $2,500 amount for full-time permanent employees, prorated for part-time permanent employees and $1250.00 for temporary employees, and full amount for temporary employees that convert to permanent by the time payment is issued. Due to restrictions on the use of federal funding for Covid relief, employees must have worked for twelve (12) months within the qualifying period April 1, 2020-December 31, 2021 to qualify for the payment.
